Anatoliy Hrytsenko, Committee Chairman, opened the meeting and stated that the said document required an assessment from the point of macroindices and legislative support. He also deemed necessary to determine the minimum rate of financing of the Ministry of Defence and other departments for the next year to provide for the defense capability of the State.
The People´s Deputies listened to the reports of the leaders of security, defence and law enforcement agencies concerning the financing rate in the current year and budget requirements for the next year. The reporters commented upon the inadequate level of budget financing of the majority of programs.
The leaders of security, defence and law enforcement agencies stressed the inadequate financial support of the military servicemen, the lack of State Budget funds to finance the housing programs for the military servicemen. The reporters also dwelled upon the inadequate level of material and technical support and disposal of ammunition.
Volodymyr Matviychuk, Vice-Minister of Finance, stated that the Bill increased the expenditures for defense in the next year by 10,8% in comparison with the current year.
The Committee members stated that such a rate of financing would fail to support implementation of the duties imposed on the Ministry of Defense and security, defence and law enforcement agencies.
The Committee members passed a resolution to set up a working group to study and summarize the proposals expressed by the leaders of the security, defence and law enforcement agencies, and forward them to the Committee on Budget.
